Tag filter operator : Support Exist and Does not exist as filter operator

Currently, the contact tag only supports three operator

has any of
has all of
has none of

We should consider adding Exist and Does not exist operator. This will help customers, filter contacts without tags to create new views, distribution lists. etc

Good news! Two more operators have been added to fields that use multi-value operators. The operators ‘Exist’ and ‘Does not Exist’ are now supported in the Tag filter in both Workflows and Custom Inboxes!
