Settings: Support Brazilian Portuguese as a platform language

Business Problem
Currently, the platform does not support Brazilian Portuguese as a user interface language. This creates friction for teams based in Brazil or Portuguese-speaking users who are more comfortable operating tools in their native language.
Desired Outcome
Add Brazilian Portuguese (pt-BR) as a supported platform language, allowing users to switch the entire Respond.io interface to Brazilian Portuguese.
