Mobile app notifications: Send push notifications even if the users are online

Our users expect mobile notifications to work similarly to other messaging apps, where notifications are received often.
Currently, our Mobile Push notification only gets sent when the User is Offline. This causes some confusion as some Users think the notifications are not working as they don't immediately realize this rule was created to avoid spamming them with too many notifications.
We will be adding a checkbox to change this behavior. By default, Users will receive notifications even when they are Online on the platform, but if this becomes annoying they will be able to revert back to previous behavior by checking the box

Our users gave us some feedback and shared with us how they expect the mobile notifications to work for them. We took in their suggestions and thought about them. So we decided to send mobile notifications regardless of the user's status. If you wish to receive it only when you are offline, you may state your preference in Notification Preference settings.
